The command center sits inside Layer 6 so every inbound item stages in the bank first, gets reviewed manually, and only then moves through protected capsule or shuttle paths.

Release movement is defined as an approved shuttle from Layer 6 toward the founders final vault destination. The public landing page never exposes this path directly.
